Capacity Building Programme
Developing Concept Notes for the Green Climate Fund including via the
Simplified Approval Process
Introductory Training: 18-22 November 2019, Bangkok, Thailand
Advanced Training: 18-22 January 2021, Virtual
This Capacity Building Programme, while promoting the importance of effective climate change adaptation, will provide an opportunity for stakeholders from Asia and the Pacific to enhance their capacities for developing bankable project proposals for the Green Climate Fund (GCF), including through the Simplified Approval Process (SAP), and a platform for knowledge sharing and exchange of good practices among participants.
Objectives
To strengthen the capacity of Direct Access Entities (DAEs), National Designated Authorities (NDAs), and project developers designated by DAEs or NDAs from countries eligible for GCF support in developing GCF Concept Notes including for the Simplified Approval Process (SAP).
Climate Change Adaptation Project Ideas
Participants are expected to bring at least one climate change adaptation project idea that is identified in respective GCF Country Programmes, Accredited Entity work programmes, GCF Country Briefs, or equivalent national climate change documents. Additionally, country teams may bring to the training Concept Notes that have been submitted to the GCF Secretariat, has received guidance, and requires further revision.

Target Participants
The target participants include:

Direct Access Entities (DAE) to the GCF, including candidate and nominated;

National Designated Authority (NDA) to the GCF;

Other stakeholders and project developers as identified by the DAE and NDA .

About the Organizer
The Asian Institute of Technology’s Regional Resource Centre for Asia and the Pacific (AIT RRCAP), supports countries towards achieving their environment and sustainable development goals through the provision of capacity-building, knowledge sharing, policy advice, and research in the thematic areas of Climate Change, Air and Atmosphere, and Waste and Resource Management. Currently the services of AIT RRCAP in climate change are geared towards building capacities and skills of government officials and other stakeholders in Asia and the Pacific to effectively access climate finance, advance climate change action, and enhance disaster risk reduction efforts. To date, AIT has engaged over 900 stakeholders from nearly 40 countries across the region on activities focusing on climate action planning and access to finance, with a focus on the Adaptation Fund and Green Climate Fund.
Expected Results
Throughout the capacity-building engagement, country teams are expected to be fully engaged from the preliminary training until the advanced training. Through such engagement, participants will acquire practical skills and know-how by developing the following:

Roadmap for follow-up activities
Each country team is expected to fully elaborate their GCF SAP Concept Notes throughout the capacity-building engagement that culminates in May 2020 and submit them to the GCF Secretariat for feedback.

This course is organized by the Regional Resource Centre for Asia and the Pacific, at the Asian Institute of Technology with the financial support of the Ministry of the Environment, Government of Japan.

Lead Trainer
Dr. Bettinger brings over 10 years of academic, research, and professional experience in Asia, the Pacific and elsewhere focusing on climate change adaptation and finance, international development, and natural resource management and governance.
Dr. Peter King
Senior Policy Advisor, IGES
Dr. King brings over 40 years of experience working in a wide range of topics in environmental science and policy, including adaptation project preparation and finance across Asia and beyond with financiers like the Asian Development Bank. Dr. King serves as Senior Policy Advisor at the Bangkok Regional Center of the Institute for Global Environmental Strategies (IGES).
