Enhancing Access to Climate Finance Through Effective Project Design

About the Course
With an increase in the adverse impacts of climate change worldwide, commitments made by countries in the Nationally Determined Contributions (NDCs) as a lead up to COP21 in Paris, and limited national financial resources, developing countries face pressing need to access climate finance in order to advance climate action. Yet despite the urgency, many continue to struggle in formulating project proposals on climate change mitigation and adaptation that successfully tap into much needed international climate funds.
This course will address these critical gaps through a 3-day practical and interactive presentation and discussion, conducted by two experienced experts in the field, which will bring participants to a higher level of understanding of what constitutes an acceptable climate mitigation or adaptation project proposal to be submitted to financial institutions such as the Green Climate Fund (GCF), and enhance their capacities to successfully manage the process of project identification and preparation to successful conclusion.
It is expected that the training program will provide participants with basic tools to develop a “roadmap” for moving from a project concept to a project design document, which could later be developed into a full-fledged proposal to access suitable financing sources, from both domestic and international financial institutions.

Who Should Attend?
The course is intended to enhance the understanding and capabilities of government entities such as Ministry of Finance, Planning, Environment, sectoral departments, a trust fund, committee or commission for climate change, as well as non-governmental organizations, consulting firms, or any other agencies who are preparing mitigation or adaptation projects (e.g. renewable energy technologies, infrastructure development, green buildings, smart agriculture, clean-tech, clean energy, solar energy, water management). The ideal target participants are mid- to senior-level managers who are responsible for planning, financing, designing and/or implementing these projects.

Peter Noel King
Peter King has been an avid environmentalist, specialized in environmental science, climate change, project management and financing, integrated economic and environmental planning, to name a few. In the Asian Development Bank (ADB) and throughout Asia, Dr. King established a sound reputation as ADB’s leading natural resources management (“green”) expert. He has been involved in some of the most innovative projects in Asia and the Pacific and has been responsible for over 50 loan and TA projects. Dr. King is currently a Senior Policy Advisor at the Institute for Global Environmental Strategies, and Lead Trainer at AIT for a series of capacity building activities covering climate change adaptation and mitigation project preparation, economics of climate change adaptation, urban climate change adaptation for 28 developing countries interested in accessing climate finance from GCF, Adaptation Fund, CIF, and others.
Roland Treitler
Mr. Roland Treitler he has been working in the environmental sector since 2002. He has been responsible for managing numerous environmental and development projects for the German Gesellschaft fuer Internationale Zusammenarbeit (GIZ) since 2011, and has more recently worked on Transboundary Water Management and the National Water Master Plan in Afghanistan, on Ecosystem-based Adaptation in the flood and drought management and environmental economics in Thailand, and supported GIZ and other international organizations in the elaboration of mitigation and adaptation proposals for the Green Climate Fund (GCF). Mr. Treitler also works as a freelancer specialized in environmental and climate governance, economics and financing, and since 2018 is lecturing “Water Governance and Economics” at the Asian Institute of Technology.
