The “Regional Training Workshop on Developing Concept Notes for the Green Climate Fund: Strengthening Climate Resilience in Pacific Small Islands Developing States”, focusing on enhancing climate resilience in Pacific Small Island Developing States (PSIDS), was successfully concluded in Nadi, Fiji, from 17 to 21 June 2024. The five-day training programme was organised by the AIT RRC.AP with financial support from the Ministry of the Environment, Japan (MoEJ) and in collaboration with the Pacific Climate Change Centre (PCCC), the Secretariat of the Pacific Regional Environment Programme (SPREP), Green Climate Fund (GCF), and the National Institute for Environmental Studies, Japan (NIES).
About 30 participants including resource speakers, representatives of National Designated Authorities (NDAs), officers from relevant national ministries, and representatives of civil society organizations from Fiji, Kiribati, Niue, Papua New Guinea, Solomon Islands, Tonga, and Tuvalu. The workshop aimed to work together in crafting high-quality concept notes for securing climate finance, from the GCF, for their respective countries.
The workshop commenced with the welcome remarks delivered by Dr. Guilberto Borongan, the Director of AIT RRC.AP, where he highlighted the workshop's objective to strengthen climate resilience across PSIDS, through accessing GCF funding. Ms. Yuko Yoshida, Deputy Director, Climate Change Adaptation Office, Global Environment Bureau, Ministry of the Environment, Japan (MoEJ), emphasized GCF's pivotal role in mobilizing financial resources, to enhance resilience against climate impacts in developing countries.
The proceedings followed by the remarks of Ms. Tagaloa Cooper Halo, Director, Climate Change Resilience, South Pacific Regional Environment Programme (SPREP), where she stressed the importance of the call for more accessible and predictable climate finance for PSIDS to address their specific climate challenges. Dr. Jerry Velasquez, Director, Division of Mitigation and Adaptation, Green Climate Fund (GCF), elaborated the keynote speech virtually on GCF processes and reaffirmed the fund's commitment to supporting the needs of PSIDS and Least Developing Countries.
The intensive four-day training workshop plus 1-day field visit to adaptation site featured presentations, lectures, group exercises, hands-on training, one-on-one sessions, introducing and sharing of relevant documentation, and climate adaptation tools. This comprehensive program, enabled participants to develop GCF concept notes for their respective countries, focusing on thematic areas such as water and sanitation, sustainable infrastructure, enhancing local livelihoods, and ecosystem restoration. As a result, seven country concept notes were successfully drafted and developed following GCF template for Fiji, Kiribati, Niue, Papua New Guinea, Solomon Islands, Tonga, and Tuvalu.
