The Regional Resource Centre for Asia and the Pacific in the Asian Institute of Technology (AIT RRC.AP), in partnership with Pacific Consultants Co., Ltd. and the Asian Disaster Preparedness Center (ADPC), and with support from the Ministry of the Environment, Government of Japan (MoEJ), organized a technical session titled “Harnessing Adaptation Tools, Early Warning Systems, and Public–Private Partnerships to Unlock Climate Finance and Build Resilience” at the 9th Asia-Pacific Climate Change Adaptation Forum (APAN Forum) on 2 October 2025, from 16:00 – 17:30 hrs. (Bangkok Time). The session was convened by government representatives, experts, technical agencies, private sector innovators, regional and international organizations, and civil society and community stakeholders to explore innovative approaches that integrate adaptation tools and early warning systems (EWS) to drive transformational adaptation and enhance resilience in the Asia-Pacific region.

The session emphasized that well-integrated EWS, combined with robust adaptation planning tools, can strengthen the climate rationale of project proposals and enhance access to Green Climate Fund (GCF). Panelists showcased the MoEJ-supported public–private partnership (PPP)-based EWS initiative and innovative AI-based solutions for disaster management and simulation technologies that help visualize flood risks.

Through interactive dialogue, participants explored insights on aligning adaptation tools with finance mechanisms, scaling PPPs and delivering last-mile EWS services to vulnerable communities. The session concluded with a shared vision for regional cooperation, innovative financing, and collaborative action to scale up effective, inclusive, and sustainable EWS that translate forecasts into tangible resilience outcomes.
